Idea: GLACIER WITH ROCKS.

Description GLACIER: in first, Norway is associated with cold. While sticking to this thought, it is worth choosing the most appropriate symbol of the cold. In this place it is glacier. Supporting the idea of glaciers and glass on the Oslo waterfront, such as Astrup Museum and Оslo Оperahouse, the proposed concept provides for the most expressive type of glacier. Cut edges, mat glass with blue tint and constructive solutions imitating streaks in ice must create the desired effect. The complex triangular project area also contributes to the idea. Also, the idea is relevant in view of the global melting of glaciers and global warming. Mat glass has an interesting scattering effect, which is the highlight of the project for architectural community and ordinary people.

Description ROCKS: in second, Norway is associated with north nature, such as water, rocks and green. In nature in glacier you can find rocks, so concept gives to the functions form of rocks. Some rocks rise and creep out of the glacier, and there appear outdoor green areas and viewing platforms.

Rules:
1. New building must be higher than neighboring buildings and arriving ships.
This is necessary to the Oslo waterfront. Because new building, by the initial data, must be contemporary sign and, accordingly, must be combined with significant architecture, especially from the water and from distant species. The location is such that a new building should become a new symbol of city from water, accordingly, it should be visible. By waterfront development project in front of the new building remains part of the buildings, so new building must be higher than them. By proposed concept the height of new building is slightly larger than the height of Barcode Project.

2. Inside the building there is no need to look outside.
There no need to look at roofs of neighboring buildings. There is no need to look at the water and distant views in that direction, because there are a lot of other viewing places at waterfront, also waterfront development project mean it. So concept provides mat glass with blue tint for full immersion beholder and visitor in the idea. An exception are outdoor viewing platforms with views at the historic and central parts of the city.

3. Viewing platforms can be only at city direction.
Because this is Oslo Cultural Center there must be views directly at Oslo, at its historical and cultural values, such as Oslo Military Museum, National Museum Architecture, Oslo Opera House , City Hall and so on.
Suchwise the project has a decrease in volume in this direction of the city and has 3 outdoor viewing platforms with landscaped green areas and trees on one of them.
